A web service that provides individual components of a
date and time like year, month, day, hour, minute, and
second as well as an ISO 8601 compliant date/time stamp
(extended format) in the form of an XML graph.
<p>XOBJEX::Date takes one optional parameter,
'offset', the value of which must be in the form
"+/-00:00" from UTC. For example:</p>
